[csw-maintainers] GAR: PKGFILES value to obtain an empty package

What can I put in the PKGFILES_CSWfoo to obtain a empty foo package; I
wish to use this package as a "meta-package" for dependencies purpose.

What's strange is that when I set PKGFILES_CSWfoo to empty it gathers all
the remaining files even tough there is a first package in PACKAGES which
get them also...

Me confused
