[csw-maintainers] GAR: PKGFILES value to obtain an empty package

Alright. But the documentation says that the first package in the list
contained by PACKAGES variable gets all the non "catched" files. In my
case, the first *and* the empty valued PKGFILE_CSWfoo got all those
files resulting in 2 packages having the same files! Funny, isn't it?
