[csw-maintainers] The dublin release: remaining tasks

I've seen that there were fixes pushed for php5, cool. This is the
last major blocker for closing off dublin.

I implemented a new small feature in my integration script: it now
discerns between version upgrades and revision changes. The idea is
that when we stabilize a catalog, we want to push fixes to the
packaging, but no version upgrades.
