[csw-maintainers] inoperant reinplace

In the packaging recipe of TeXLive,
http://gar.svn.sourceforge.net/gar/?rev=20008&view=rev, I have the
following stanza:

REINPLACE_WHEN_USRLOCAL	=	postinstall
REINPLACE_USRLOCAL		+=	/opt/csw/include/kpathsea/types.h

I understood that the replacement file path is relative to the
PKGROOT.

However, no replacement is done at all.

The file can be viewed on the build farm:
~pfelecan/opencsw/texlive/trunk/work/solaris10-sparc/pkgroot/opt/csw/include/kpathsea/types.h

Is there a kind soul willing to have a look?
