[csw-maintainers] Upgrade of SourceForge projects

Hi folks,

I just upgraded the SourceForge project for "opencsw" to the new Allura platform.
This is a requirement of SF as the old platform will be turned off sometime in the
future. This requires a fresh checkout before committing again. The URL changed from
 https://opencsw.svn.sourceforge.net/svnroot/opencsw
to
 https://svn.code.sf.net/p/opencsw/code
As the repository is not cloned, but regenerated you unfortunately cannot "svn switch"
but must do a new checkout.

We must do a similar thing some time in the future for "gar" too, but as this also requires
moving our trac instance it is some time in the future, though.
