[csw-maintainers] CSWemacscommon vs. CSWemacs-common as a run-time dependency

Sounds like checkpkg finds a .el file and has an idea that a package
containing these files should depend on CSWemacscommon. If you grep
lib/python for CSWemacscommon, it should become clear what's happening
and how to fix it.

When the code is updated, Ben can roll a new cswutils package and
install it on login.
