Is there any I/O activity? Are there any disk I/O errors? Are there
any dodgy network mounts? For example, NFS mounted over IPv6 results
in unbelievably slow rates because of a VirtualBox bug.

The system-metadata-to-disk step usually takes 15-30 minutes tops.

You can rerun it with --debug to see where it's stuck.
