New code deployment imminent

If you wondered what the heck is HTTP code 503 in the context of our
buildfarm, it's the sound of Apache dying (proxy can't talk to the
server it's supposed to forward requests to). Like this:

HTTP code: 503

To work around the problem, I've started ad-hoc wsgi apps and pushed a
configuration file which makes checkpkg use it. It is a temporary
workaround.
