Rules for automatic package promotions

Did anybody write down what should be the rules for automatic package
promotion? As in automatic migration from unstable to bratislava.

I know that Dago had some thoughts about it, e.g. that it should be done by
bundle and include all dependencies. Does anybody have a thought-through,
written down set of these rules?
