There are two main possibilities:
1. MACHINE_ID_METADATA is missing an entry that it should have
2. pyelftools is returning a bogus number

I found machine numbers here:

Number 21 refers to 64-bit PowerPC.

You could add some error reporting to the code, e.g. show the name of
the file that this value refers to.
