texinfo 5.2 (re)build error

Probably SKIPTEST=1 was passed during mgar package. I am following texinfo progress closely
and have good contact to upstream:
  https://buildfarm.opencsw.org/buildbot/waterfall?category=texinfo

It is probably ok to just skip the testsuite for now.
