[csw-pkgsubmissions] newpkgs rssh

Why did you change the existing configuration files from /opt/csw/etc
to /etc/opt/csw?
Furthermore, the old one had
/opt/csw/etc/rssh.conf.CSW

But you ship a bare .conf file in the prototype,
/etc/opt/csw/rssh.conf

this does not seem like a good idea.
