[csw-pkgsubmissions] newpkgs libxdg_basedir

Turns out, libxdg_basedir had hardcoded things such as /usr/local and wasn't
pointing at OpenCSW directories at all.  I patched it so that it points at
/opt/csw/share and /etc/opt/csw/xdg.

This release also adds 64-bit libraries.
