Hm.  This file is only in:

libnspr4_devel-4.8.6,REV=2010.10.16-SunOS5.9-sparc-CSW.pkg.gz
libnspr4_devel-4.8.6,REV=2010.10.16-SunOS5.9-i386-CSW.pkg.gz

To which package does the other instance of the file belong?  If
CSWnspr-devel, try importing it first and only then CSWlibnspr4-devel.
 Or, change the import procedure to first remove files from all the
packages from the group an only then insert new data.
