[csw-pkgsubmissions] newpkgs lcms_devel_stub, lcms_stub, lcmsrt_st(...)

Two issues:
1. why provide v1 and v2 utils?
is that actually useful, or was that an oversight from providng legacy
library builds?
2. the old package provides 64bit and 32bit util binaries. yours does not.
