[csw-pkgsubmissions] apache2c removal

Ah! sorry, correction; master was updated, but NOT pushed.
I just checked the logs. push was cancelled, because apache2c is
*required*, by other packages.

drupal, mediawiki, squirrelmail.

so.. .restored apache2c.
