The current mechanism for generating these obsolete packages is this:

1. Do the renaming you want to the packages in GAR.
2. Add OBSOLETES_CSWnew-name = CSWold-name

That line triggers the generation of a the package old_name.  To
generate a 'stub' with an alternate catalog name would also require:
CATALOGNAME_CSWold-name = old_name_stub
CHECKPKG_OVERRIDES_CSWold-name = catalogname-does-not-match-packagename...

We can certainly standardize on _stub or something (maybe _obs for
obsolete?), but it requires alteration to GAR and checkpkg to be both
easy and not annoying when building them.  Both of these can be done,
and I'm not opposed...I'm just pointing out why you're getting them in
the current form.
