If you are running a subversion server which uses mod_authz_svn,
please be aware that there appears to be an issue with Apache 2.2.3.
If you're using svnserve, this will not affect you at all.  The
symptom of this problem is that authorization fails while attempting
to read AuthzSVNAccessFile.  The client is always denied access (403),
and the server logs contain an error like this:

(2)No such file or directory: Failed to load the AuthzSVNAccessFile:
Can't create a character converter from 'UTF-8' to native encoding

I am currently working on the problem, but won't likely have a fix
until some time next week.  In the mean time, please stick with the
version of apache2 in stable (or defer upgrading your server) if you
use mod_authz_svn.
