Thanks to James and Yann for tracking down the root cause of this
issue.  There were a couple of problems, but generally, it was a
problem with the 'init' install class.  This was fixed in the build
system generic SMF/init support, and new apache2c packages are now
staged for release.  If anyone is interested, the fix is in r1108
(http://svn.blastwave.org/trac/changeset/1108).
