You might try Hyperion (
http://www.stack.nl/~jilles/irc/hyperion-1.0.2.tar.gz) which is what
Freenode uses. I had some success but many of the configuration options are
hardcoded. I applied the following "sed patch" and installed in
prefix=/opt/hyperion and kept all configuration in /srv/hyperion.
