I don't know what's wrong yet but I'll look into it.  I've confirmed
that the apache2 worker mpm exhibits this behaviour on my test system
though.  Would you mind filing a bug in our mantis database?  I have
several other issues to address in php5 as well, so I'll try to roll
them into an update shortly.
