Add new printer to CUPS

I am new to CUPS and have recently inherited administration of printers. I
am using browser interface to 'add printer' but I don't get <user
id/password> prompt. Am I running into some kind of firewall issue? If so,
can I use command line options to add network printer? Any help is
appreciated.
