To automatically discriminate between the ones that are expected and
the ones that aren't, it would take an AI at least as powerful as
Phil's... but:

Right, so we can deploy a heuristic in which we assume that it's all
of them; but it doesn't mean that checkpkg will never pass.  The idea
of overrides allows to deploy a heuristic which works in most cases,
and apply overrides to false positives (which will be a minority).  If
the minority is significant enough, as it was the case with
non-self-contained shared libraries, we can remove the check until we
find a better solution.

I've implemented it, the check is now live in r9169.
