[csw-maintainers] Proposed standard for voting

I would like to propose the following standard for all future vote write-ups:


- All ballots/voting instructions should have the high level purpose
of the vote stated.
(briefly. one or two sentences are all that is required)
This gives the voters a better idea of why the issue is even important
enough to vote, and also hopefully the full impact of the vote, along
with any alternative options.
Otherwise, there is a danger of voting on technical details, without
giving context for why the voter might consider approving or not
approving it.
This tends to lead to either uninformed voting, or lack of voter
participation. Both of which are bad.

(imaginary example follows)


BAD EXAMPLE:
This is a vote on meta tag.

[vote option]Add meta tag to website, (meta some-magic-string-here)
[vote option]Dont add meta tag


GOOD EXAMPLE:
This vote is to determine whether we want to enable google's
(whiz-bang-super feature). This requires adding a custom meta tag.
(optional details about why feature is good here)

[vote option]Add meta tag, enabling super feature
[vote option]Do not add tag
