Summary:                    upgrade and split
Description: 
Can you upgrade and split in run-time, development and library packages as
there are dependent packages: mplayer and mencoder.

I have a recipe for the upgrade but not for the split. If you wish I can
commit and, if you don't have the time I can do it also.

This is now updated to 1.16.0,REV=2013.12.12 and split into mpg123,
libmpg123_0 and libmpg_dev and pushed to unstable/.
