If the buildfarm returned malformed JSON, the catalog generator would
consider that an empty catalog, and modified the disk accordingly (by
wiping that catalog).

Our web server seems to be rather flaky, unfortunately. This error handling
should fix the problem. Web server failures will stop catalog generation
from now on.

A malformed response will cause catalog generation to miss one cycle. I
guess this is acceptable for now.
