Catalog auto-integration is stuck

What needs to be done:

- install gcc 4.8.x on a sparc box
- in the gar/v2/go directory run "gmake bin/package-promotions"
- copy the resulting binary to web at web:/home/web/bin

Would anyone like to try it? I can do it, it's better if somebody else does
it to reduce the bus factor.
