I am not sure if it should go into checkpkg or as a post-install in gar.
put a post-install that will not allow the package to continue until it
matches NOISALIST = 0 or NOISALIST = 1 dump -Lv


if we catch it at the post install it will allow a quicker fix then
waiting for the package to merge and package.
