[csw-maintainers] Important change to GAR: include flags no longer passed to CFLAGS/CXXFLAGS

Hi,

as discusses earlier the INCLUDE_FLAGS (-I...) are no longer passed
to CFLAGS and CXXFLAGS, but only to CPPFLAGS starting with r7514.
Additionally, I have added a new section "Important changes to GAR"
on the GAR frontpage to list bugfixes that may break existing builds:
