The solutions I've seen in other places were to create a *-tools
optional package with the binaries.  For example, Debian has libnss3
with the libraries and libnss3-tools with the binaries.  In the case
of libcddb it would make something along the lines of:

CSWlibcddb
CSWlibcddb-tools
