"clearer" is better than "shorter".
for something that users/admins only have to type around once, I think that
adding some more letters is much preferred :-)

 cswaddusergroups
 cswusergroups
 cswusergroup

something with "users" and/or "groups" spelled out would be nice.

To look at it from the flip side; if someone were looking at an uncommented
csw.conf, and saw

"remove_ug=no"

they MIGHT guess that means "remove users and groups". or they might not.
Best to remove ambiguity.
