[csw-maintainers] New version on libxslt in testing

I've built a new version of libxslt (1.1.24).  In addition to the 
version refresh it now exclude .la files which appears to be compatible 
with all existing packages EXCEPT libscrollkeeper (who's own .la refers 
to libxslt.la).

I'm doing some testing, but package owners who depend on libxslt and/or 
libscrollkeeper may want to test compatibility.
