[csw-maintainers] "pkgconfig --exist ..." is telling porkies

Please also add  /opt/csw/X11/lib/pkgconfig to your  PKG_CONFIG_PATH

If you are using GAR add

EXTRA_PKG_CONFIG_PATH += /opt/csw/X11/lib/pkgconfig

to your Makefile
