[csw-maintainers] New cswclassutils: cswcron, cswtexinfo, cswmigrateconf and GAR integration

i have been trying to leverage MIGRATE_FILES for axel, the
cswmigrateconf stays empty though.

sysconfdir = /etc/opt/csw
SAMPLECONF = $(sysconfdir)/axelrc
MIGRATE_FILES = axelrc
...

Build files are checked in, would you mind having a look?
