[csw-maintainers] Draft of the new release process

Hi,

I have finally written down the updated release process we
talked about in Oslo:
   <http://wiki.opencsw.org/automated-release-process>
It is mainly about the different uses of the experimental / testing
catalogs and automated builds.

Trygve: I couldn't figure out what we intended with csw-build and
csw-release. As you have proposed that it would be nice if you could
add that to the Wiki. I have added pictures of the slides to refresh
your memory ;-)
