If discussions on private mailing lists are tempestuous, it might be
the other way around: people are less likely to watch their virtual
mouth when talking in private. Another issue: having public archives
of policy discussions might be important for newcomers, who might want
to read discussions behind policy decisions. Otherwise you might see
the same questions raised over and over again, or you would have to
document all of them.

The main reason to have a separate mailing list would be the amount of
traffic; I don't feel that the maintainers@ mailing list has too much
traffic right now. We already have discussions about matters of
policy. (Although some of them also start on pkgsubmissions@ too.)
I'd say that creating the new mailing list should happen when we
notice concrete problems with existing discussions and agree that a
private list would solve them.
