[csw-maintainers] apr cannot be compiled any more if apr is installed on the buildfarm

apr has a simple recipe to compile. now, as apr is installed on the
buildfarm as well, an installed older version seems to disturb the
build of the newer. i am wondering

1. how other projects, like debian, etc, handle this situation?
    do they always start with a clean environment to have no interferences?
2. if it is just the apache related things (apr, serf, ...) have this
    problem, or if its more general.
