[csw-maintainers] apr cannot be compiled any more if apr is installed on the buildfarm

this sort of thing has been known to happen, and it is perfectly
acceptible to ask that older versions of a package be removed for a
fixed timeperiod for recompiling
and to answer your side question: most decently written software does
not have this problem
