[csw-maintainers] How to make notes on why a package is "special"

FYI to folks,

After a quick conversation with Maciej in the pkgsubmissions mailing
list, I just updated our docs, at the end of

  http://www.opencsw.org/extend-it/contribute-packages/build-standards/

It now mentions the name of a new, optional file, called "cswreleasemgr".

If you are unlucky enough to be maintaining a package that is... shall
we say, 'special'... you now have a place to document it in the
package itself.
Toss an "i cswreleasemgr" as the first line in your prototype file,
and it will be bundled away inside the package, yet easily readable by
me come release time.
