[csw-maintainers] Config files with and without .CSW postfix and the same base name

I've discovered a potential issue with configuration files.  One
package may ship a configuration file directly, while other may ship a
file with the .CSW postfix.  For example, /etc/opt/csw/mime.types.CSW
is shipped by CSWmutt-base, while CSWhtdig ships
/etc/opt/csw/mime.types.  When CSWmutt-base is installed first,
subsequent installation of CSWhtdig will overwrite the mime.types
file.

Should we consider this scenario a file collision?
