I am guilty of removing them. Reasons:
- they depend on apache2c
- they have no maintainers
- they are useless
- we want apache2c gone

Yes, but we haven't implemented tiers yet. I only removed packages
that were getting in our way.

Yes, from here. It will also be synced with the master mirror soon,
when we stamp out cron job failures.
