I agree with this.  We really don't want to inject the spof that we
had previously.  But we do need a sane mechanism for this.  I wonder
if some sort of shadow catalog (dublin-shadow) that allowed direct
push might work.  Then, a publish mechanism like we have for unstable
-> dublin could be used.

Yes, this is good.  We don't (ever, I think) want a direct push to a
published 'stable' catalog.  There should always be a level of
indirection and the ability to have all changes to a stable catalog
publicly vetted.
