[csw-maintainers] Last remaining packages for the openssl migration (take 2)

I looked at curl_rt_stub - two packages (CSWsquidclamav and
CSWgnupgminimal) depended on it. Both were unmaintained and I dropped
them. Then I dropped curl_rt_stub. So that's out of the way. The old
curl libraries are still bound by the CSWcurl package, but all we need
to do is remove the dependencies.
