Process to hand over maintenance of packages?

Hello, I was (still am?) the maintainer of the pysalt and a few of it's
dependencies. (zeromq, msgpack, etc...) I haven't been keeping them up to
date since my organization ended up not using salt for configuration
management. I have someone, Bill Ramthun, who is interested in taking over
the maintenance of these packages. What is the proper procedure that we
should follow to allow this to happen?
