I haven't been keeping them up to date since my organization ended up not using salt for configuration management. I have someone, Bill Ramthun, who is interested in taking over the maintenance of these packages. What is the proper procedure that we should follow to allow this to happen?

I suggest Bill writes to board at opencsw.org with his intended user name and ssh public key and sourceforge user name and
I’ll set up the config, then he can respin/update the packages and release them.
Thanks for your contributions!
Best regards
