what is missing (windowmaker solaris9)

Hi,
I'm trying to rebuild windowmaker against the new libpng.
On solaris 9, configure fails (on sol10 it succeeds):
checking for fontconfig library... sh: gnome-config: not found
Package fontconfig was not found in the pkg-config search path.
Perhaps you should add the directory containing `fontconfig.pc'
to the PKG_CONFIG_PATH environment variable

What could be the problem, a dependency not listed? what is gnome-cfg?
