[newpkgs] ncurses 5.4 packaged

I have committed ncurses 5.4 to the repository as of today. 

New version (5.4), but also 64-bit libraries for SPARC.
When using 64 bit libraries, make sure to adopt build scripts/Makefiles to 
point to /opt/csw/lib/sparcv9.
