Yes, that's true. The build file could just say:
CHECKPKG_OVERRIDES_CSWcswutils += file-with-bad-content
...and it would be enough. (With the downside being, if a new bad
content appeared, it wouldn't be detected.)

They are still present in the libraries, where the checks are defined.
