I'm glad you asked!

submitpkg is a tool that takes files from
/home/experimental/${LOGNAME}, copies them to bender and formats an
e-mail that you can then send to the release manager.  It's installed
on the buildfarm, so once your files are in
/home/experimental/${LOGNAME}, you can say:

submitpkg -c catalogname

...to copy your files to /home/newpkgs on bender and format the
e-mail. It'll also display instructions, what to do next.
