[csw-pkgsubmissions] Remove CSWpmlogmessage, CSWpmmodcorelist and CSWpmcpanplus

1. CSWpmlogmessage should be removed from the catalog. CSWperl has
current version 0.02, CSWpmlogmessage is older (0.01) and is actually
a downgrade. Unlikely to ever be upgraded, 0.02 is from 2008.

2. CSWpmmodcorelist should be removed from the catalog. CSWperl has
2.18, current is 2.39, CSWpmmodcorelist is 2.26. 2.18 is only a year
old so it's likely not critical to have a newer version than that.
Only package needing it is CSWpmcpanplus. If someone ever requests a
newer version we could deal with it then.

3. CSWpmcpanplus should be removed from the catalog. CSWperl has 0.88,
CSWpmcpanplus is 0.076, current is 0.9007. Our package is a downgrade
and should be either removed or upgraded immediately. I suggest
removal since that solves the collisions and there's no packages
needing it. The version in CSWperl is about a year old so pretty new.
